Variegated Pieris

I have a variegated pieris, planted where it only gets about 1 hour of
sun each day. The plant puts on new growth every year, but doesn't
bloom very profusely (although the foliage is so great that I don't miss
the bloom).

My problem is that the center seems to have become very woody and open
(no leaves). I have grown sweet woodruff through the middle to hide the
long woody "stems", but I am not sure whether this is the right fix, or
whether it is contributing to the problem. Also, the woodruff is almost
as tall as the pieris, so the foliage cannot be appreciated as well as
it might be.

Any suggestions?
