No, these are the upper branches.  These trees are about 10-12' tall so I
can't for sure see the very top leaves.  I wonder if these are reaching their
maturity and that's the explanation.  They're still a wonderful tree.  Scent,
interesting leaves, nice growth habit and great fall color.  What more could
you want in a tree?
