Wait a minute! I'm no fan of government powers but things don't operate
quite as depicted in
that E-mail. First, the state constitution gives the Department of
Agriculture and its agents the right of trespass and when denied access an
official warrant is served. Compensation is awarded ($100 for 1st tree or
replacement with some plant other than citrus). Because there is no way to prove
a negative all trees within a proscribed area are considered suspect and for the
safety of other citrus are removed. I know of no instances of any state worker
being involved in any physical altercations with property owners and there are
laws to remedy abuse of this nature. One essential roll of government is to
protect the health of its citizens and threats to economic structures.
Citrus canker is a real threat to Florida's second largest industry and the
state is responding in a sensible and legal manner.
