Dear Betsy,

You are absolutely correct.  Thanks for the suggestion.  Another reference
in the proposal gives this address for a form to submit comments.  No
particular name is given, but at the bottom of the proposal is the name Bill
Hawks, Under Secretary for Marketing and Regulatory Programs.  I doubt he
has ever seen or read the document, just assigns to his staff and then signs
for the hundreds of papers that pass over his desk every year.
