It technically only prevents SEEDS from sprouting, although it has been shown to control perennials in lawns as well; here's my most recent Public Radio overview of CGM:

Has anyone used corn gluten meal to eradicate foxtail weeds (weeds in
general)? If so, when did you apply it to the site? Our community garden
is placed over an old potato field and we have been fighting the weeds
to no end. I have hoed, hand weeded and mulched, but I haven't resorted
to the black plastic. Is there anything else I could try for next year?
Any suggestions are truly appreciated.
