Requiring that a garden has insurance is a very common practice for
municipalities, particularly if the garden in on the municipality's
property. You have two options - ask for a waiver - which sometimes works
as the bureaucrats really may just need something for their files to show
that this issue was addressed. Or buy liability insurance. Oh yeah,
there's a third option - don't accept the money. Once you see all the
paperwork attached to the funding, you may be glad you didn't take the
funding.
