First find out the composting rules for North Hollywood, Some municipalities
don't permit it. Check out  the American Community Gardening Association
website for gardens near you who might have some ideas.

Also, your municipality may do some composting and recycling and may have
more than they need. Ask. Maybe they want their composting program to be a
success and helping out a community garden might be something they'd like to
do and publicize.

Check out various composting systems in "Organic Gardening" magazine and on
the web. You should find something within your budget and you  ability to
sustain.
