Would citizens in the are be allowed to walk around and enjoy the garden, even if they aren't member gardeners? This might be a selling point because it allows more benefits to more of the community. Healthwise, elderly people are usaully encouraged to get out and about, exercise, interact with others. It seems like you can argue for the potential for improved physical, emotional and mental health of nearby citizens.
