Cary, This ACGA sponsored volunteer run community garden list is only as active as its participants, and that is often seasonal in nature. The membership dollars of the ACGA helps sponsor it and the webmaster work is purely volunteer. The participants have, as they say, "lives" and it has been, believe it or not, the holiday season. For garden rules, you may want to go the ACGA website, American Community Gardening Association . read and print from the main website pages or go to individual garden links to get their rules. We have rather extensive rules at the Clinton Community Garden in NYC where I volunteer that may be helpful to you. However, the governance of a garden is only as good as the willingness of its membership to create and adhere to them. A democratic process may be difficult and time consuming in laying out a garden's governance, but for rules to be accepted they must be agreed to by the group as sensible.
