I posted this on another list and this was one of the responses that
might be helpful to more fully understand the seed situation in Iraq.

I looked through Order 81 -- "Patent, Industrial Design, Undisclosed
Information, Integrated Circuits and Plant Variety."
While yes, it definitely sets amends Iraq's current patent laws to
include patents on seeds and plants, there is nothing in it that I saw
that disallows farmers from continuing to exchange seed and planting
materials from non-patent seeds. Maybe I missed something. If anyone
