a new urban garden program

good evening, my name is Brian Caneda and I am working on creating an
urban garden program where I live.  I have a number of local resources
but I would like to have a plan mapped out before I go to the city
officials.  any general advice for me and more website resources that
explain the early planning stages that I need to know.  thank you in
