White Pine Trees

I have got a white pine that is about 4 to 5 feet tall.  The problem is that 
it is bushing out on top, but not on the bottom.  The bottom branches do not 
seem to be growing very fast, but the upper one are.  Is there a way to slow 
down the top or speed up the bottom?  Any help would be greatly appreciated.
