I used to work for the Ohio State University Extension program in Cuyahoga Co.
which is Cleveland. Cleveland/Extension was part of the second wave of the
cities to receive funding for urban gardening in the mid-70's. My
understanding was that several years back, the funding was not cut but was
redistributed. At least in Ohio that is what happened. So, the money was
spread around to other Extension urban gardening programs in the state which
has helped foster new programs. There is an article called Final Harvest
which reports on the original bill and what has happened more recently with
that. The original mission was really to help supplement the food budget of
low-income individuals. The article talks about the original bill and how it
was sponsored by a rural congressman who was hoping to increase understanding
between the urban population and farmers. There is a link to Cleveland's
