organic guidelines posting

Dear Administrator,
How is my posting to the community garden list an administrative request?
My previous  posting was in response to an earlier message about vegetable
washing.  I mentioned that my garden has organic gardening guidelines which
every gardener must follow. Quite a few people responded to this posting
and many suggested that the guidelines would be of interest to many on the
list and that they might generate some interesting discussion about garden
administration. So I sent them as an attachment with a message and it was
rejected as if an administrative request. What's going on?
