Wrong.
Most legislation is against collecting, except when
collecting is hard to prevent AND the plants are hard to propagate, so when you own one, you've probably got it from the wild.
To avoid embarrasing mistakes its then better not to allown having one in your possession. Exceptions can be made for serious nurseries with accountable bookkeeping of their rare plants.

Absolutely brilliant !!!
There would be no such thing as extinction if those who love the
plants were allowed to propagate them , instead of all the red tape
that officialdom enjoy imposing.
