David, differing opinions make a healthy discussion and may encourage an 
altered view.  I do need to clarify, I do not live in a rural area.  My 
friend who added the estate fence lives in the oldest area (and exclusive I 
might add) of Des Moines.
    BTW, here in Iowa there is open season on rats.
