Those dinner-plate Hibiscus are late risers. If I still had one it would just be starting to show growth now, but in your zone I'd expect they'd be up and running. Once they get going they don't waste any time.
My concern with the rose is that there is only oneshoot, maybe two, that looks right, but there are masses of these red scraggly ones. I'm worried that a more unsightly rose that doesn't perform as I'd like will steal all the energy and the good one will die out in the process.

Kitty-I'd wait and see what happens. If I recall correctly, lots of roseshave reddish new growth right? If it's not the real deal you can always have it taken out, but if you do it now you can't be sure and it's be a shame ifit IS the Paul's Himalayan. Plants' ability for survival amazes me. I planted to Hibiscus moscheutus last year and so far this year, nothing. I think they were in too much shade so I went to take them out this morningand they're alive. The base is anyway. So, I dug them out, put them in a potand on the porch in full sun. Keep your fingers crossed! They're Lord and Lady Baltimore and just stunning when they bloom. It had been a 30 footer, rising up the center of a Norway Maple and then out over the canopy. Well, it was completely shot, there's essentially nothing left.New shoots are coming from the base which is on the south side of the tree.New shoots are also rising on the north side of the tree, apparently from roots that had circled around to that side. However, almost all the new shoots have scraggly, wavy, reddish leaves. Only one shoot resembles the original rose. I had thought that this rambler was an own-root rose, not grafted, so I am puzzled at the appearance of these new shoots. What do you think I should do now?
