No and I was wondering about that, myself. Cursory reading of the AHS
article on it did not turn up any comments about why this was done. 
Whether or not they've up the zone, still seems to me that there are
colder and warmer parts to each zone.  Of course, the zone map is
just a starting point IMO as it does not take into consideration
anything but average low temps and there is so much more involved in
whether a plant is hardy where you are.
