Kitty, they look like aphids. Are they reddish brown? I have a picture of goldenrod aphids that look just like the ones in your picture; they are called Brown Ambrosia Aphids, "Uroleucon ambrosiae. Did I tell you I got this cool new insect book this summer: "Garden Insects of North America" by Whitney Cranshaw. It's great.

OK, what ARE these pesky critters? I found them earlier this year sucking the life out of some small plants and killed them off. but now they have literally covered every inch of a larch Heliopsis Loraine Sunshine. I tried to spray, but I now I'll never get them all.
