I had the same thing happen to me with the Landscape Plant Development 
Center.  They invited me to their board meeting, a tour of growing grounds 
and to speak to them on how to market new plants.  They were to reimburse me 
for my expenses.  When I submitted receipts, I was told that I should 
strongly consider waiving my fees as a donation to them, because they didn't 
have the money in their budget to pay me.

Needless-to-say, I've never followed up on helping them publicize their 
introductions.  I really wonder if these organizations realize that we are 
trying to make a living, just as they are.  We aren't in the charity 
business.  End of my rant.
