Hi Sally, 

Look at the photos in this link from the Chicago Botanic Garden and see if this looks like your guys. We have a new infestation of the viburnum leaf beetle here. The photo of the beetle itself is very clear, but it appears to be chewing  on viburnums.  At least so far.
