I had a similar experience that last time I entered, too.  One judge raved
about my piece and the other judge made personal comments that were not only
rude, but they bordered on libel (or is it slander?).  In previous years,
judges made comments that were very helpful, and I learned from their expert
insight.  But, starting in 1998, judging became more and more subjective and
the previous numbered grading system was gone.  The first time I entered in
1995 or 1996, there were forms filled out by judges, who assigned a number
value (1 to 5, 5 being the highest) to criteria such as grammar, content,
new information, etc.  That was very helpful and a fair way to evaluate.  I
don't bother entering any more, after the extremely personal and vicious
comments made in 1999.
