This is one of those examples of when it pays to have used a
credit card (perhaps you did?). If I pay by American Express and some sort
of dispute between the vendor and me arises, American Express will credit my
account. American Express will then deal with the vendor.
If the vendor can prove he fulfilled his obligation, my account will
be rebilled; otherwise, the automatic refund through American Express
stands. And to answer your question, no, I haven't run into this problem
with any publication.
