The Mendocino County, CA. ballot measure banning growing GMO passed  
in 2004. It was called Measure H. Additionally, Marin and Sonoma  
counties (also in CA.) passed similar measures.

  The California state Senate introduced SB 1056 last session (2005)  
which didn't pass but could be reintroduced this session (2006).  
Since I live in Oregon I am not totally up to date on California  
legislation.
