For Windows users, ThumbsPlus from Cerious gives great flexibility in
organizing. It's incredibly customizable and is under $100 for the Pro
version. You can download a trial version and the tutorials if you wish to
see if it meets your needs.

Their website is a little difficult to navigate, but the product is fine and
the support is excellent.
