Further thoughts.

The reason these percentage cases are difficult, grammatically, is because
there is a dissonance between the perceived subject of the sentence (the
persons, diamonds, or pies), and the grammatical subject (one fourth, 51%,
etc.). One can interpret the subject/modifier pair two ways at the same
time. That's why the result is a headache.
