[GWL]: Is it really "Best?"

Anyone else dealing with this issue?

My major client is constantly pushing me to write about the "best"
tomato, the "best" rose, the "best" daylily, etc for our region.
Problem is, we have so darn many microclimates in Southern California
and there is so much variation in how people garden that there is no
way that any one variety of anything can be "best." Everytime this
issue comes up, I ask the client what criteria he wants me to use and
he has no answer. I understand that his goal is to sell magazines,
but my goal is to put out accurate information. So, I usually
attempt to respond to his request by suggesting I write about "good
choices" for our region -- after all, who is to say what is "best?"

Now I see that Horticulture has published the "Best" new vegetables
and flowers for 2002 and it makes me wonder. How do they determine
what is best for an entire continent? What are the criteria they
used? Did the author(s) (the website had no by-line -- did anyone on
our list write it?) test these plants him/herself before writing the
article?
