In todays environment you should pick web host with the biggest pipe. Most local isps buy from them. Go up the chain as far as you can and can afford. You can buy through them, this will give you their numbers to register your domain name. You do not have to put up you web site then until you wish as long as you continue to pay the registration fees. Confirm this with you isp. Remember that .coms are still the best and your name or company name are usually the best choice.Your name is easiest to defend in international copyright laws disputes.  If you change your mind at anytime of where you are hosting your new host will do the number changes with you of for you. Unlimited uploading is good especially if you are on a slow dial up. Watch also for space limitations many offer 5 megs of space and if you like pictures as I do then this is no space at all. At present my web site is 20 megs.Small web sites with little text content are almost ignored by search engines.  You should also have about 5 email addresses for your self. Some that you can use privately, publicly and some you can just walk away from when you want.
