spanish lavender


Last year, I had Spanish lavender specially grown for the 25 containers I plant at Indianapolis City Market, but it never bloomed. The grower brought in plugs from Washington State (who knew it would be so hard to find this plant?)...which we won't do again. But I wonder if anyone can suggest why the lavender did not bloom. I need an 'annual' good flowering lavender...the perennial types might work and I'm considering them. For the summer, I try to use edible plants in keeping with the food theme of the market.
