Re: spanish lavender

I'm wondering about the soil being too rich...this are four-foot wide concrete containers and we do three change outs a year, so they are filled with a high quality planter's mix from a local vendor. 

We try to plant drought tolerant plant since supplemental watering is irregular. Unfortunately, we've not place to stow perennials, so we've stuck with perennials. Provence might work. Nice long stems. 

We use the lavender as the centerpieces in the containers surrounded by herbs, ornamental peppers. We do use thyme because it's so tough and seems to do ok wintering over in the containers. We just trim it up in spring. The peppers are the best, especially Sangria. We try to use peppers considered fairly safe so that they don't burn a hole in the mouth if a kid or grownup picks and eats one.

Last  year, I had Spanish lavender specially grown for the 25 containers I 

plant at  Indianapolis City Market, but it never bloomed. The grower 
brought 
in plugs  from Washington State (who knew it would be so hard to find this 

plant?)...which we won't do again. But I wonder if anyone can suggest why 
the  lavender did not bloom.
