It looks as though every state has a seed control officer, and I believe
most (under their agriculture depts.) have regulations governing seed
distribution. Here's a link to a national organization of seed control
officers.

Google "state seed permits" and you get 1.2 million pages.

MN updated its law in 2003, evidently, but I don't believe the concept of
regulating distribution (for quality, noxious weeds, etc) is new.
