I'll go along with all but the "disgrace" part. Outsourcing is a way of life and a lifesaver for many North American companies, and it has been going on as long as there have been North American companies.
As for "well written," um... yes, it's well written considering that English is the writer's second language. Minus that caveat, Dr. Parmar's letter is not well written, and should not be considered up to snuff for an English-language publication.

"China is cheaper in India" is well written?  I think outsourcing is 
a disgrace.  I also do not believe it's inevitable for "staying in
