I have tested the following for hardiness (Zone 7 Piedmont NC) and 
ability to use nutrients in a pool or pond to clarify and purify the water:

water hyacinth (not winter hardy here)
duckweed (can be harvested for compost, fertilizer or animal feed)
cattails
water lillies
papyrus
horsetail

These plants also provide valuable habitat for frogs which will 
dramatically reduce mosquito populations.

I'll post pix of two of my wet weather ponds where all these plants are 
thriving.
