Bruce,

I liked it so much I saved the info -- the wand is called "Waterquick" (TM) 
watering tool, the gentleman who (I believe) invented it and was promoting 
it at the symposium was George A. Winters, from Corte Madera, California, 
415-927-4498.  I spoke to him at the symposium and urged him to take it to 
L.O. Congress -- he was looking for distributors at the time.
