Your farmer neighbor who only fertilizes once a year probably doesn't have a dairy herd. There are more cows than people here, and all that crap has to go somewhere. All the dairy farms have big tanks, and numerous times per year they spread slurried poop. It smells very fertile around here much of the time. We also have some very upscale neighborhoods, and you're right -- those lawn maintenance trucks do keep busy. It would be instructive to compare farm/lawn runoff content measured at the source point.
Subdivisions & HOAs are notorious for several crimes against nature, like the "no clotheslines" rule.

If you live in/near a well-to-do suburban area where everyone uses
one of the Chemical Lawn companies, you would "buy it." (that lawns
are dosed more heavily than farm fields. My farmer neighbor only
fertilizes in spring...down the road in suburbia, the green trucks
are spraying 4 and 5 times per season! Subdivisions and their HOAs
are notorious for pressuring homeowners to do the full lawn treatment.
