Need tecnical horticultural help please


List sure is quiet...
 
When iris and peonies are planted too deep, even slightly,  they will not 
flower.  Is anyone aware of why this happens and if there is  a technical 
term for plants whose roots need to be near the soil surface in  order to 
initiate flower development?
