Ask him whether he screwed up, or if this
experience represents his policy. If it is his policy, let us know here
on the forum, so we don't send this editor any whole manuscripts.
Or even queries. If that is, indeed, his policy it wouldn't surprise me to find he takes queries, tells himself, "wow! what a great idea!" and then assigns it to a favored writer in his stable.
Had that happen, once, too. I got a rejection on an idea. Two years later the story appeared in that magazine, written by someone else. Someone I know, and who's ethics are above reproach. Yet, it was obvious from the story flow that it came from my query outline.
No doubt in my mind that what the editor did was have my query retyped as an assignment and send it to the other writer.
What can you do in such circumstances? Not much, really, except to wipe that magazine off your list of viable markets. And quietly spread the word among your colleagues to do the same.
