If your public library or state library network offered EbscoHost, an online
database service that offers full text of many journals, newspapers, reports,
documents, encylopedias, etc, I believe you could get the material without
the risk of spam.
As a library card holder of Boston Public Library I can access all their
databases from my home computer. No cookie ever comes my way from
www.bpl.org. Unfortunately they don't carry Ebsco. My point is, do you know
what's available from your library system?
