Jane,
if you're talking about "green roofs," as opposed to roof gardening in 
containers, the Germans are way out in front. Do a Google on "Green roof 
Germany" or some such combination and you'll find lots of paths to check out.
There's a MD or PA nurseryman named Ed Snodgrass who specializes in plants 
for such plantings. I can find his info if you want it. Ford Motor Co. has 
the biggest green roof in the US, I believe; it's several acres. Penn State 
has done considerable research on the subject, recording temperature data and 
other such details.
