I have never seen this problem. Two ways to get images into your 
Picasaweb galleries, which are linked to a particular GMail login ID:

1) Install and run Picasa on you computer then upload files into online 
Picasa galleries. I would assume that filenames would be preserved but 
not necessarily captions.
2) Go online, login with your GMail account then manually create 
Picasaweb galleries. While logged in upload your image files into them 
and manually create captions or descriptions. That is easy and 
straightforward with little possibility of error.

You may end up manually correcting all your captions one by one rather
than in batch mode as you might with an accurate mirroring of Picasa 
galleries on your computer. Often you have to search Google carefully t 
find the help documentation you need and they have a lot of them that 
are very well prepared.

You can also create galleries in Google Drive, Google+, Site and Blogger.
