I doubt it means that. Heronswood Plants and Burpee are brands owned by George Ball. Plants are grown in, and shipped from, PA. The WA garden of the same name, founded by and later sold by Dan Hinkley, is a separate entity; I think George still owns it but am not sure.
It looks like a sweet place, but if you think YOUR home is a money pit... whew.
