I checked the USPS web site and found the annoucement that Titan got the contract to treat the
mail:

They will supply equipment and treating as a service through Surebeam.

Ron,
We are using from 30-50 kGy to treat the mail. At these
doses, all plants,
seeds, and animals will be killed. Your insects and
seeds will have to
bypass the system - you need to work with the USPS on
this. I don't know
whether they plan to treat all mail or only letter
types.
