   The radiation level needed to kill the anthrax is very likely lower than the amount that would kill most seeds, so while there might be a few odd mutations showing up in some of the seedlings, most wouldn't be affected.  Also, the majority of mutations are things like variegated leaves and odd plant form - dwarf or twisted - which can be rogued out easily.   Once you have sorted out those, the rest should be mostly normal, and you can save seed.  
    Personally, I think it will just mean a change in packaging to something like hermetically sealed packets in clear plastic envelopes, so the inspectors can see that the seed envelopes haven't been tampered with and don't have to irradiate the package.
    For that matter, seems like clear plastic envelopes would save a lot of work - you could see if there was anything in the envelope and at the same time, it could be made airtight so nothing could come out of it anyway.

You are all wrong. As gardeners of the atomic age we should embrace this old technology. Irradiation has been used to create new varieties for over forty years. Do any of you remember the name of the H.T.rose created from irradiated seed. Wasn't it called Electron. Many of our accepted foods that we were raised on were created this way. This is an opportunity for all of us to have a chance to introduce a new plant variety.   LOL
