I like that idea!  Plastic envelopes would definately solve the issue.  Some people may complain of privacy issues, but for seeds or live plant material I think it would work well.  It would also work well for film.
 
In looking at the letters tonight that were laed with antrax, they were all three dated September 11.  It made me wonder if the men who crashed the planes also sent the letters before they boarded......just a thought.
