So am I correct in understanding that they are not only NOT PAYING  
anyone to promote their concept, but expect to be paid for the  
privilege of promoting it?

Do they truly think that a photo/bio/link on their website plus  
PAYING THEM 10% of speaking fees  is any kind of enticement?

Do they realize how little money most speakers are paid to talk about  
gardens?

It sounds like they didn't really do their homework on this one...
