The low toxic treatment for leaf miners that's very effective is spraying with spinosad. The only thing you need to be careful about is the toxicity to bees so spraying when they aren't foraging, using a shield to prevent overspray and avoiding spraying flowers are techniques to use. Once the spinosad dries, the bees are safe. Bz-z-z-z-z!
