I haven't had this problem with writing, but I used to work for a non-profit 
organization. We used Dun & Bradstreet to collect on LONG-overdue accounts 
receivables. They charge a percentage of what they collect. They were not 
100% successful in collecting for us, but we used them to collect on income 
we essentially felt was lost anyway. My guess is that they were about 60% 
successful for us (but it's been quite a while and hard to remember). 

I just did a web search and it looks like this is their collection info site, 
if you're interested:

I don't think that they really have any clout but that some folks are afraid 
of the "name"... Not a recommendation, Doreen, just an option if you don't 
feel like suing (although you could probably find an attorney who would 
handle this for you on retainer, too, and that might have more "clout").
