I was recently charged a penny for a card sent to me from Vermont. I live in
MT.  The card had a few photographs stuck inside the card.  The sender had
placed a few stamps on the envelope to cover the charge.

My local post office weighed the envelope and placed a stamp on the envelope
stating "insufficient postage" 1 cent!!!  It was delivered with an envelope
requesting the insufficient funds be placed in the envelope!

Can you top that?
