Are you sure this is a writing job?  Sounds more like a job scanning (or 
typing) his bulletins into a computer, then organizing and editing them so they 
make a coherent book, i.e., shrubs in one section, perennials in another, etc. 
and fact-checking to make sure the plant names he used years ago are still 
current and that any chemicals he mentions are still allowed, since so many have 
now been taken off the market.

Just a thought -- he may need an editor, not a writer, for his project.
