I didn't see the beginning of this discussion -- apologies for my late response as committee chair this year -- but ALL of the winners are listed in the program. It's true that if a Silver Award winner is not in attendance, his or her name is not announced. The reason is that the couple of years all the names were read, the banquet went on very long -- and attendees complained about the time and said that it was very dull. (After two years, we returned to the way it's done now.)
We have discussed this over and over. In no way do we mean to slight these important winners. They certainly aren't ignored: The Silver Award winners are all announced in the Q&T and listed on the GWA website, and their names are all in the awards banquet program for everyone to read. (This policy affected me a few years ago when I won but wasn't able to attend, and I understood completely. Just winning was enough for me.)
It certainly is NOT true that anyone is denied a Gold award because he or she doesn't attend the banquet. The awards are determined by judges in March. At that point, no one has any knowledge of who will be attending or not.
However, I am under the impression that if you won a Silver award and arrange to have someone who's at the banquet pick up the award for you, your name will be announced. (Have you been told differeently, Graham?)
I invite anyone at the Dallas meeting to for me and talk more about it. I'm happy to discuss it.
